The logistics behind current flood control infrastructure of Old Town Sacramento has lead to the increased risk of catastrophic failures and the proliferation of a volatile levee system. Given the multitude of agencies, stakeholders and developers who are at risk of levee failure and invest in flood protection, how can this riparian flood infrastructure be transformed and reformatted to allow for the approaching floods to contribute to the people, water and city of Sacramento? How can infrastructure be designed for the occupation of the flood plain?
